Here’s where it gets interesting. While the UAE is licensing casinos and launching online gambling platforms, Saudi Arabia doubled down on enforcement. They increased fines for illegal gambling devices to between $26,753 and $107,015. Blocked over 5.5 million websites including anything gambling-related. Made it crystal clear: no gambling, period.
The contrast couldn’t be sharper. Two neighboring countries with similar cultural backgrounds taking completely opposite approaches.
Saudi Arabia’s position hasn’t budged. Gambling remains classified as “maisir” under Sharia law, forbidden, full stop. The government treats it the same as alcohol and drugs. Six months in prison for players, potentially ten years for operators.
Nobody expects Saudi Arabia to change course anytime soon. Vision 2030 or not, gambling appears to be a red line they won’t cross.
Regional Ripple Effects
Other countries are watching this UAE experiment closely. If it works, if Wynn generates massive tourism revenue, Play 971 operates successfully, and there are no major social problems, that changes the conversation for the entire region.
Qatar? Probably not touching gambling. Oman and Kuwait? Same story. But Bahrain might reconsider. Egypt already has some legal gambling for tourists. Lebanon used to have casinos back in the day.
